What Is NYC Local Law 11 (FISP)?

New York City's Local Law 11 — officially the Facade Inspection Safety Program (FISP) — requires every building taller than six stories to have its exterior walls and appurtenances inspected by a Qualified Exterior Wall Inspector (QEWI) on a recurring five-year cycle. The inspector files a report with the NYC Department of Buildings classifying each facade as Safe, SWARMP (Safe With a Repair and Maintenance Program), or Unsafe, with mandated repair timeframes for unsafe conditions.
